cmake toolchain file for mingw-w64 x86_64 builds on Ubuntu

I had dependencies also checking for CMAKE_SYSTEM_PROCESSOR, I believe this line should be added:

set(CMAKE_SYSTEM_PROCESSOR x86_64)
