OpenCV V4 on Raspberry Pi 4, Buster

Why and How

• As of 9/2019, it's not possible to use pipenv install python3-opencv to install OpenCV v4.
• As of 9/2019, pipenv install opencv-contrib-python installs OpenCV v3.4.
• As of 10/2019, PiWheels still only has 3.4.3.18 listed for cp37m for opencv-contrib-python
